The firm has a pool of over 100 multidisciplinary Associate consultants that it works closely with in its numerous assignments. The Associate Consultants consist of both local and International personnel. Some of their key qualifications include; Environmental Law, Environmental Management, Natural Resource Management, Aerial Surveying (including the use of drone technology), Geology, Economics, Environmental Engineering, Water & Sanitation, Renewable Energy and Energy efficiency, Occupational Health and Safety, Forestry, Food Technology, Waste Management, Petroleum Geology, Zoology, Sustainable Consumption and Production, Hydrology, Policy analysis, Environmental Governance and Sociology among others.

In addition, the firm has established strategic alliances with a number of reputable International consultancy firms as part of a knowledge sharing and skills transfer mechanism. The International firms are based in Western Europe, Africa, Australia, South America and North America.

Edgar Mugisha
Managing Partner

Edgar is the Managing Partner of Atacama Consulting and a Leading Environmental practitioner in Uganda. His experience in the environmental management arena spans several sectors that include; Energy (oil & gas, hydropower, solar power plants) Manufacturing, Telecoms, Tourism, Agriculture, Transport and Logistics to mention but a few. He holds an MSc in Environmental Assessment and Management from Oxford Brookes University and a BSc in Environmental Management from Durham University, both in the United Kingdom.

He has been at the helm of Atacama Consulting since its inception and under his stewardship, the firm has registered considerable growth and become an important environmental management partner for a number of clients including some of the leading multinationals. Edgar has also worked with the United Nations Industrial Development Organisation (UNIDO) as a national expert in Uganda.

Edgar has served on the Executive Board of the African Roundtable on Sustainable Consumption and Production (ARSCP) and also as the Chairperson of the Uganda Association for Impact Assessment (UAIA) and remains a member of both bodies. He is registered as an Environmental Practitioner with the Uganda National Environment Management Authority (NEMA) and the Rwanda Association of Professional Environmental Practitioners (RAPEP). He also currently serves on the Boards of entities in Uganda’s Tourism and Agro-processing sectors, where he is able to share his Environmental Social and Governance (ESG) expertise.

Edgar’s key areas of professional interest include; Environmental and Social Impact Assessments (ESIAs) and Audits, Environmental due diligence, Resource Efficiency and Cleaner Production (RECP), Sustainable Consumption and Production, Green Growth, Sustainability reporting, Project Evaluations, Policy analysis and Climate change. He has undertaken work on projects in a number of countries, including but not limited to; Uganda, Kenya, Tanzania, Rwanda, Ethiopia, Mozambique, Lesotho, Botswana and the United Kingdom.

Juliana Keirungi
Senior Partner

Juliana Keirungi is Senior Partner at Atacama Consulting. She holds a BSc, BScH with distinction and an MSc from Rhodes University in South Africa. She is a qualified Environmental Consultant and has managed projects in the fields of Environmental and Social Impact Assessments (ESIA), Resettlement Action Planning and Implementation, Environmental and Due Diligence Audits – particularly conformance to the World Bank and International Finance Corporation (IFC) Performance Standards, Water and Wastewater treatment, Waste Management, Fatal Flaw Analyses, and Technology Assessments.

Juliana is registered a registered Environmental Practitioner with the Uganda National Environment Management Authority (NEMA) and the Rwanda Association of Professional Environmental Practitioners (RAPEP). She has worked as a Senior Environmentalist and Disposal Engineer/Environmentalist with Uganda’s National Water and Sewerage Corporation (NWSC) where she provided technical support to the water supply and sewerage services departments in respect to process control under unit operations. She has also worked as a Senior Environmental Consultant at Coastal and Environmental Services (CES), now EoH CES, based in Grahamstown, South Africa, where she project managed and provided professional support to a number of projects.

Juliana possesses valuable experience in the following sectors: extractive industries (heavy mineral mining and oil and gas), energy (hydropower, wind energy and solar energy), infrastructure (highways, ports, housing developments), heavy industry (smelters, solvent extraction plants, breweries), and agriculture (biofuel projects). She has undertaken work on projects in a number of countries, including but not limited to; Uganda, Egypt, Sierra Leone, Madagascar, Kenya, Zambia, Malawi, Mozambique and South Africa.

Rhoda Nankabirwa
Senior Environmental Consultant

Rhoda holds a MSc. in Zoology and a BSc. (Hons) in Conservation Biology specialising in terrestrial ecology, both from Makerere University, Uganda. She has undertaken a number of assignments in the Renewable energy sector specifically Solar Power and Hydropower. She also has experience in the Oil and Gas, Infrastructure and Agriculture sectors.

In the recent past, Rhoda has provided technical assistance during the preparation and implementation of several Environmental and Social Impact Assessment (ESIA) and Resettlement Action Plan (RAP) projects while coordinating several other projects.

She is a member of the Ecological Society for Eastern Africa (ESEA) and currently serves as a Senior Environmental Consultant and Head of the Atacama’s Environment and Social Unit.

Peter Atukwatsibwe
Environmental Consultant

Peter Atukwatsibwe holds a MSc. in Environmental Engineering from Suzhou University of Science and Technology, Suzhou City, China and a BSc. in Industrial Chemistry from Makerere University, Uganda.

Peter is quite competent at environmental monitoring, and laboratory analysis including analytical results interpretation using modern software. He has participated in a number of environmental research projects in the field of pollution control and wastewater treatment. Currently, he serves as an Environmental Consultant with the firm’s Sustainability and Policy Unit.

Lydia Nakigudde
Environmental Consultant

Lydia is a qualified Environmental Scientist with a BSc. In Conservation Biology from Makerere University, Uganda. Her areas of expertise with in the firm are, but not limited to Biodiversity assessments. She currently practices as an Environmental Consultant with the firm’s Sustainability and Policy Unit.

Ronnlyn holds a BSc. in Commerce (Accounting) from Makerere University, Uganda. He has attained several financial Management skills and is able to use most accounting software packages, including but not limited to Tally ERP9).

He is currently pursuing his level two qualification at the Institute of Certified Public Accountants Uganda (ICPAU) and practices as the Accounts’ Assistant with the firm’s Finance and Business Development Unit.

Senior Environmental Consultant

Monica Salirwe is a qualified Environmental Scientist with a BSc. in Ethnobotany from Makerere University, Uganda.

Monica heads the firm’s Sustainability and Policy unit and is also in charge of the firms Integrated Management Systems (IMS) team. She has undertaken a number of assignments in the Oil and Gas, Renewable Energy,  Manufacturing, and Agricultural sectors, to mention but a few.

Edmond Twinobusingye
Environmental Consultant

Edmond holds a BSc. in Conservation Biology from Makerere University, Uganda. He has participated in the ecological monitoring and conservation efforts of biodiversity hotspots such as Important Bird Areas (IBAs) and biotas of wild places in the Albertine Rift in Western Uganda. Edmond has also participated in environmental and social studies for a key infrastructure project in central Uganda.

He currently practices as an Environmental Consultant with the firm’s Environment and Social Unit. In addition, he serves as the firm’s Health and Safety Management System Advisor.

Denis Kyongera
Environmental Consultant

Denis Kyongera holds a MSc. in Zoology (majoring in Remote Sensing and Geographic Information System) and a BSc. (Hons) in Conservation Biology both from Makerere University, Uganda.

He has carried out a number of research projects such as mapping of private sector investments and their impacts on great ape habitats in Uganda’s Albertine Rift Region.

He currently serves as an Environmental Consultant and Deputy Head of the firm’s Environment and Social Unit and also coordinates the firms GIS/Mapping projects.

Emmanuel Kenneth Mwawula
Environmental Consultant

Emmanuel holds a BSc. in Conservation Forestry and Products Technology from Makerere University, Uganda.

He is an experienced Aquatic and Forestry specialist, and has participated in a number of Environmental and Social Impact Assessments and Audits, as part of the firm’s activities.

Emmanuel currently practices as an Environmental Consultant with the firm’s Environment and Social Unit and also serves as the firm’s Environmental Management System Advisor.

Martin Kabenge
Environmental Consultant

Dr. Martin Kabenge Holds a PhD in Environmental Engineering, a MSc. in Environmental Engineering both from Tongji University, Shanghai, China; and a BSc. in Environmental Science from Makerere University, Uganda.

His main areas of focus are; GIS and remote sensing, hydrology and water resource management.

Martin has participated in a number of environmental research projects that include: Lake Victoria Water Pollution Control Project, Pollution Control on River Nile and land degradation in Gadaref State, Sudan among others. He currently practices as an Environmental Consultant with the firm’s Environment and Social Unit.

Desire Iraguha
Environmental Consultant

Desire Iraguha holds a BSc. in Meteorology from Makerere University, Uganda. Her areas of focus within the firm is mainly Climate change including but not limited to Air quality assessments, for which she has undertaken training in Durban, South Africa. She currently practices as an Environmental Consultant with the firm’s Environment and Social Unit.

Richard Okot
Environmental Consultant

Richard Okot holds a BSc. in Environmental Science Technology and Management from Kyambogo University, Uganda. He is the Resource Efficiency and Cleaner Production (RECP) Specialist at Atacama Consulting.

Richard has professional skills in Environmental Life Cycle Assessment (ISO 14040) and Carbon Foot printing (ISO 14067) and has participated in a number of environmental assessments. He currently serves as an Environmental Consultant with the firm’s Sustainability and Policy Unit.

Tonney Ssemmanda
Environmental Consultant

Tonney Ssemmanda holds a B.A. in Guidance and Counselling Psychology from Kyambogo University, Uganda. He has served as a sociologist on key projects in Uganda focusing on aspects such as Resettlement Action Plans (RAPs) and Livelihood Restoration Plans (LRP). Tonney currently serves as an Environmental Consultant with firm’s Environment and Social Unit.

Stella Mirembe
Business Development Consultant

Stella holds a BSc. in Business Statistics from Makerere University Business School, Uganda. She currently serves as the firms Business Development Consultant tasked with pursuing business opportunities for the firm. Prior to her current role, she was an Administrator in the firms Planning and Administration unit.

She currently heads the firms Planning and Administration Unit at Atacama Consulting and has gained experience in Planning, Administration, and Management over the years. Anne also has expertise in logistics management.

Jackline Kemigabo – Finance Manager

Jackline holds a BSc. in Finance and Accounting from Kyambogo University, Uganda. She has gained level two (2) qualification with the Association of Chartered Certified Accountants (ACCA) and has expertise in reviewing financial reports, monitoring accounts and financial forecasting.

She currently serves as the Finance Manager and Head of the firms Finance and Business Development Unit.

Susan Sandra Kyaligonza
Administrator

Susan holds a B.A. in Social Sciences from Makerere University, Uganda. She has gained over eight (8) years’ experience in Administration, planning, procurement and logistics management. She currently serves as the Administrator with the firm’s Planning and Administration Unit.

Lynn Ninsiima
Administrative Assistant

Lynn Ninsiima holds a Bachelor’s Degree in Business Administration from Uganda Christian University. She has over six (6) years’ experience in Administration and customer/client service. Lynn is involved in ensuring efficient day-to-day operations at the firm and provides support to management and staff. She is currently pursuing a masters’ degree in Oil and Gas Management at the Uganda Technology and Management University. She practices as the Administrative Assistant with the firm’s Planning and Administration Unit.

Amos Byamugisha
Office Clerk

Amos Byamugisha holds a Certificate in Tourism and Hotel Management from Bunyonyi Community Vocational and Tourism Institute, Uganda. He serves as the firm’s office clerk

Robert Atwine
Transport and Logistics

Robert holds a mechanical engineering certificate from MTAC Nakawa .He is a certified Defensive driver with over 20 years of professional experience driving in the East African Region. He is qualified for driving codes B, CM, DL, and DM.

Robert is in-charge of transport and related logistics.

Reint Bakema
Advisory Board Member

A long-term resident of East-Africa, Reint Bakema’s career of 30 years spans large multi annual development projects and numerous short term consultancies as a team leader of multi-cultural teams. Originally trained as agricultural economist, he has worked in rural development (working 6 years in a rural village in Tanzania, but also as top-adviser in the Uganda Government), environmental management, post-conflict reconstruction, agribusiness, and social responsible investments. He executes programmes and consultancies for a host of international consulting firms and development partners, managing budgets up to EURO 60 million.

Reint uses his analytical skills, emotional intelligence and creativity to keep Atacama’s eyes on the ball, while looking out for new opportunities, and optimizing business processes.

Stella Katumba
Advisory Board Member

Stella brings over fourteen years of experience in audit; project and programme management; talent management; capacity assessment and development; organisation design, culture and transformation. Stella contributes experience from serving clients in the Financial Services Sector, Oil and Gas, Health, Renewable Energy and Telecommunications Infrastructure across the private, public and international donor/development management sectors. She currently leads Human Capital Consulting at Deloitte Uganda Limited, before which she led the People and Organisation Change consulting services at PricewaterhouseCoopers Limited Uganda. She is passionate about organisation transformation and creating sustainable operating models that create valuable impact to clients and the business.

Stella holds a Bachelor’s degree in Commerce (Honours), a Chartered Accountant and has a  Postgraduate Diploma in Human Resources Management (First Class). She is a Member of the Chartered Institute of Personnel Development , UK (MCIPD) and a Fellow of the Association of Certified Chartered Accountants (FCCA).

Alfred Agaba
Chairman

Alfred is an innate visionary leader with a profound enthusiasm for diagnosing leadership and management challenges in organizations and professionally guiding them to a desired future. He possesses an admirable ability to demystify complex concepts making them easily accessible to all audiences.

Alfred is a Fellow Member of the Association of Chartered Certified Accountants, a Member of the Institute of Certified Public Accountants of Uganda, a Bachelors of Commerce Degree (Hons) holder, and a Certified Entrepreneur Trainer and Consultant with Regent University International Network of Business Coaches.

Currently serving as Managing Director of ACLAIM Africa Limited where he has led engagement delivery in 24 countries, Alfred has, in the past, been an External Auditor, Internal Audit & Risk Consultant, Financial Consultant and Country Planning Manager. He Chairs the Boards of an international school, a charity creating hope for HIV/AIDS infected children, an investment group, a condominium property, formerly a professional network body. He serves on the Board of Atacama Consulting. Over his 17 year professional career, he has worked with ACLAIM Africa Limited, SMART Consult (U) Limited, KPMG Uganda and Coca Cola (Century Bottling Company).
